スティーブン コワール / Steven Kowal

米国司法省反トラスト局で上級弁護士として7年間勤務し、数多くの刑事及び民事反トラスト事案の起訴を担当。同局勤務中には、その顕著な業績から司法長官特別表彰を含む数々の表彰を受けた。

1997年から2004年まではノースウェスタン大学ロースクールの非常勤教授を務めたほか、ベネディクティン大学経営経済学部でも教鞭を取った。そして現在は、同大学ビジネススクール学部長付諮問委員会のメンバーに名を連ねている。

米国法廷弁護士会（ACTL）のフェロー。この権威ある組織は、卓越した法廷スキルを持つと認めた弁護士のみに加入を許し、米国及びカナダでも一流の弁護士として高く評価している。

その経験と業績を認められ、反トラスト法、ホワイトカラー犯罪弁護、食品医薬品局（FDA）法分野におけるThe Best Lawyers in Americaの1人に選出されている。また、Chambers USA, America's Leading Lawyers for Business からはホワイトカラー犯罪弁護における米国有数の弁護士の1人と認められているほか、Euromoney Institutional Investor's Guide to the World's Leading Competition and Antitrust Lawyers、Cross-border Competition Handbook、国際法曹協会（IBA）が選出するThe International Who’s Who of Business Crime Defense Lawyersにも名を連ねている。Corporate Counsel Magazineでは、反トラスト法及びホワイトカラー犯罪弁護に関する国内有数の弁護士の1人として選出されている。さらにIllinois Super Lawyersにも名を連ねており、ホワイトカラー犯罪弁護、反トラスト法、政府規制などの訴訟におけるイリノイ州有数の弁護士と評されている。

過去には、全米法曹協会（ABA）の反トラスト法部会からの指名で連邦量刑ガイドライン修正案に関する連邦議会への提言を作成する特別対策委員会の議長を務め、この提言は同協会代議員会によって公式方針として採用された。また、コーポレートガバナンスや国際的カルテル執行、国内の反トラスト法違反に対する刑罰強化のための欧州委員会の特赦プログラム及び法律の変更提案に関わる諸問題を扱う対策委員会のメンバーに選出されている。2004年及び2005年には、連邦量刑ガイドライン修正案を担当する反トラスト法部会を代表して、全米法曹協会（ABA）からExceptional Leadership in Preparing Policy Commentsの表彰を受けている。
